Introduction to IPECL

International Professional Education and Certification League, referred to as IPECL, formerly known as "American Vocational Development and Training Union", http://www.avdtu.org). The union was pursuing a new comprehensive vocational education program which integrates the missions of the vocational skill development and the vocational capacity development (it was referred to as 2D education program). The union is dedicated to cultivating professional and technical personnel strong comprehensive ability and actual ability to work in the business community. Through direct authorization or the signing of a bilateral recognition agreement, the union has established cooperative relations with numerous United States and Canada R&D facilities, manufacturing enterprises, universities, vocational education institutions and to implement the 2D vocational education program in their training of personnel; through an integrated assessment and certification approach, a mutual recognition of vocational training standards and an assessment criteria for vocational skills can be built between the vocational education institutions and the enterprises.

Because of the result of increased levels of globalization and the changes of economic situation in the world, a large number of R&D facilities and manufacturing enterprises in the United States and other Western developed countries are turning to outsourcing or moving their R&D centers and manufacturing enterprises to the developing countries. Correspondingly, the requirements of the professional personnel training must be adapted to the globalization of business trends. In order to adapt to the new changes and respond to business demands in the international competition, American Vocational Development and Training Union made a series of following adjustments: in order to promote the establishment of the new type of comprehensive vocational education program to be an international standard, the union will focus on the certifications in three occupational categories: computer applications, practical English teaching and international business; for the purpose of gaining international acceptance, the registered name of the union is changed to "International Professional Education and Certification League", referred to as IPECL; to further regulate the 2D professional education program and the corresponding skill certification mechanism. Based on the mutual trust in the past with many enterprises, establish a sound basis of mutual trust and cooperative relations with R&D facilities, manufacturing enterprises, universities, vocational/professional education institutions in the countries and regions all over the world and promote the IPECL 2D professional education program and the certification. Now, the office of League's headquarters has been moved to California from Massachusetts, and business division offices are also settled down in Arizona, Oregon, Massachusetts and Delaware.

The International Professional Education and Certification League (IPECL) is now registered in the State of Delaware and is certified by the Department of State, USA. The new mission of IPECL is to be an authoritative international organization including its 2D professional education program promotion, professional personnel training direction and consultation, professional skill and educational product certification and the consultation for enterprise to be internationalization.

IPECL makes efforts to establish cooperative relationships with R&D facilities, manufacturing enterprises, universities, professional education institutions, talent recruitment agencies and investment funds in United States and other countries around the world. Based on this background, IPECL provides a shared and mutual recognition platform for professional personnel and is establishing an international standard for professional education and skill certification.

IPECL contributes to testing and certifying skilled personnel required for global economic integration, using well-developed, complete and scientific assessment systems. IPECL endeavors to become one of the most authoritative international authentication agencies on the basis of its excellent, thorough and scientific methods.

While IPECL is further reforming its effective 2D professional education program, it is also seeking to propose new professional education plans which combine IPECL 2D professional education program with their own education plan of the countries and regions all over the world.
