As a result of increased levels of globalization, economies that were once formed around regional or national cores have moved towards a world market. This development in turn aggravates competition and tension within said economies, and necessitates the international integration of technical professions.
In order to produce professional personnel suited to the modern world, it is vital that regional and national education and professional skills training conform to an international standard. More and more countries are adopting systems of professional and technical training that correspond to the aforementioned paradigm in order to produce large numbers of graduates apposite to the global economy.
Professional skill development is not a form of standardized education, but rather it follows a special pattern of instruction that emphasizes students’ resources and information processing abilities, intrapersonal skills, and technical knowledge. In execution, nations each create their own standards by which programs are judged, and provide various levels of certification based on that construction. As such, discrepancies exist between candidates of different certifications, and many find it difficult to gain international acceptance.
Currently, few professional education institutes fully meet the international standard, and moreover cannot accurately gauge the abilities of the students from other regions or countries. Not only does this shortcoming hinder the fostering of students' talents in this era of globalization, but also limits the hiring and outsourcing options of international enterprises, R&D facilities, and talent agencies.
In order to overcome this hurdle, professional experts, educators, and managers from multiple countries are cooperating to promote the establishment of uniform global standards in their respective fields. It is for this purpose that the International Professional Education and Certification League (IPECL for short) were founded. IPECL thusly seeks to create an international organization consisting of various corporate, educational, and enterprises via cooperation with Western professionals of said fields, centered around the United States. The purpose of this establishment is to create an internationally recognized professional educational platform such that employees from different walks of life may be judged fairly under a uniform professional rubric.
To this end, IPECL has implemented a system of instruction and guidelines based on the development of professional skill and professional abilities (2D professional education program in short), with an eye towards requirements set forth by multinational enterprises, as well as the U.S. departments of Labor and Education. Such a system is not constrained by the limitations of any one region or nation, nor is it subordinate to any particular private or public entities. In addition, IPECL has been approved by both federal and state regulations in the United States, and is in the process of legitimizing itself to other member nations of the WTO.
Certification of IPECL is one based upon corporate needs and specialized professional skill development, and so provides bearers with impartial, authoritative, and universal proof of capability in a fiercely competitive job market.
However, the professional education program and certification provided by IPECL is only a part of the whole process, the end goal of which is recognition and confirmation by human resource departments. The authority possessed by professional education institutes is directly proportional to the extent of their professional education program fitting the demands of enterprises. To this end, IPECL brings together many of the elite in different fields. For that reason, we earnestly welcome the addition of any and all foreign organizations, education institutes, enterprises and groups.
